Barrow wrote, “Let's be clear: France and Europe will never tolerate any foreign attempt to interfere in their election process, no matter where they come from.” Barrow attached a tender for a project called “Developing Civilized Ties, Democratic Resilience, and the Rule of Law in Europe” recently issued by the US State Department's Office of Democracy, Human Rights, and Labor. According to the project document, its purpose is to solicit proposals to “strengthen and develop democratic resilience, rule of law, freedom of speech and press, human rights protection, etc. in Europe” by carrying out research, holding conferences or cultural events.
