On July 16, the Ministry of Civil Affairs and the Central Department of Social Work promulgated the “Administrative Measures on Social Organization Evaluation and Commendation Activities”, which clarifies the boundaries of social organization evaluation and commendation activities, codes of conduct and prohibitions for implementing evaluation and commendation programs, etc. The regulations came into effect on August 1, 2026, and the original “Administrative Measures on Social Organization Assessment and Commendation Activities” were abolished at the same time. The method is clear. Social organizations that carry out 5 types of activities other than the list of evaluation and commendation projects must not be carried out by means of commendation, selection, etc., and must not be certified and named in the form of publication of documents or licensing. These five types of activities include presentations and exchanges within the scope of business activities, academic review, paper collection, case recommendations, and other relevant accreditation and evaluation; publication of publicly available data information in industries and fields; competitions such as sports competitions, skill contests, military training competitions, etc.; and pilot reform, testing, and pioneering work. The regulations require that, without approval, social organizations shall not carry out licensing and naming activities such as “cities,” “hometown,” and “bases” targeting cities, counties, townships, villages, etc., and shall not carry out evaluation and commendation activities that include words with similar meanings such as “country,” “China,” “China,” “Asia,” and “global,” as well as evaluation and commendation activities that do not include relevant words but essentially have similar meanings, and must not use activities such as hosting summits, forums, festivals, festivals, exhibitions, etc. to carry out 7 types of activities such as awards, commendations, certification, and naming. In terms of organizing and implementing evaluation and commendation projects, the measures are clear. Social organizations must not target party committees, governments, or party and government organs at all levels; generally, they do not select leading cadres of party and government organs or leaders of public institutions; they must not cooperate with or entrust for-profit organizations to carry out activities; and they must not collect or charge any fees in disguise.
