Applications submitted by TalonPV, SwiftSolar, GreatLakesSolExpr, LLC, DYCMPower, LLC, SuniVAInc., and SilfAbsolarInc., the United States initiated an anti-circumvention investigation against crystalline silicon photovoltaic cells originating in China to examine whether the following two acts circumvented US anti-dumping and countervailing duties: Chinese components were assembled in Ethiopia and exported to the US via Ethiopia; Chinese components were completed in Ethiopia After the photovoltaic cells are assembled, they are exported to Vietnam, and the module assembly is completed in Vietnam, and exported to the United States via Vietnam. On February 1, 2024, the US Department of Commerce initiated the second anti-dumping and countervailing duty sunset review investigation against crystalline silicon photovoltaic cells imported from China.
