The HKSAR Government published the “Huanggang Port Hong Kong Port Area Bill” in the Gazette to implement relevant authorization from the central government and provide a legal basis for implementing the “two inspections in one place” arrangement at the reconstructed Huanggang Port. The bill was submitted to the Legislative Council for first and second reading today. The Secretary for Security of the HKSAR Government, Tang Ping-keung, said that in order to complete all legislative work as soon as possible, the Legislative Council agreed to hold an additional meeting tomorrow afternoon. Tang Ping-keung pointed out that the Huanggang Port Redevelopment Project is one of the key projects of the SAR government to implement the national development strategy, and it is also a major livelihood project that the public has been looking forward to for a long time. Xinhuanggang Port will still provide 24-hour customs clearance services and implement “two inspections in one place” and “cooperative inspection, one release” arrangement, similar to the practices of Shenzhen Bay Port. The customs clearance time at Xinhuanggang Port will be drastically reduced from 30 minutes to about 5 minutes, and customs clearance traffic will increase from 40,000 to about 200,000 passengers per day. After the opening of the MTR North Ring Road branch line, it can even increase to about 300,000 passengers per day. At present, the main structure of the new Joint Inspection Building has been completed, and Hong Kong and Shenzhen are working together to advance internal construction.
