Li Guoying pointed out that due to typhoon No. 9 “Bawe,” overprotected floods occurred in the Hunhe River, Chaihe River, Qinghe River, and Huifa River; No. 1 flood occurred in the Jilin section of the Songhua River; numbered flooding may occur in the Liaohe River; overprotected flooding in the Mudanjiang River; many small and medium-sized rivers in the watershed were overwarned and overprotected, and some river embankment sections may be flooded. According to forecasts, there will still be rainfall in the watershed for the next 10 days. The flood control situation in the watershed is still serious and complicated due to the fact that the soil moisture content is already saturated, rainfall production confluence is accelerated, and the risk of small to medium river floods and flash floods will increase. Li Guoying called for strengthening the unified and joint scheduling of the Songliao Water Resources Commission and working with the water conservancy departments of the four provinces and regions to dispatch key reservoirs such as Fengman, Baishan, Dahuofang, Chaihe, and Qinghe in accordance with the principle of “system, science, safety, and accuracy,” to give full play to the role of blocking floods and cutting off erroneous peaks.
