According to the CITIC Securities Research Report, the “2026 National Essential Drug Catalogue” was officially released on July 9 and will be implemented on September 1. The total number of varieties in the catalogue has been expanded to 794, and 116 new varieties have been added. The biggest highlight of this adjustment is that it broke the practice of excluding high-cost innovative treatments for essential drugs for the first time, included domestically produced Class 1 innovative drugs, GLP-1, monoclonal antibodies and targeted antineoplastic drugs in the catalogue, released strong policy signals to support the development of innovative drugs, further broadened the channels for innovative drugs to enter the grassroots and basic drug use systems, and provided clear policy support and market space for the high-quality development of the domestic innovative drug industry. At the same time, the new catalogue has greatly strengthened metabolic management for chronic diseases and the accessibility of primary medication, and dosage classification is fully in line with international guidelines and pharmacopeia. CITIC Securities believes that all of the new drugs added to the new basic drug catalogue are already medical insurance drugs. With the deep collaboration between basic drugs and medical insurance, it is expected to greatly accelerate the implementation of innovative drugs at the grassroots level, forming a virtuous cycle between medical insurance fee control and innovation returns.
