Previously, similar resolutions were blocked by Republicans twice in the Senate and failed to pass. At the time, the Trump administration was gradually increasing its military pressure on Venezuela. The resolution still needs to be passed by both houses of the Senate and the House of Representatives, and is likely to be vetoed by Trump.
