The “Implementation Rules” consist of 10 chapters and 45 articles. They are comprehensively refined in terms of division of responsibilities, account management, green license issuance, green license transfer, green license write-off, objection handling, information management, green license supervision, etc., and establish a management mechanism for the whole life cycle of a green certificate with a complete system and clear rights and responsibilities, to provide institutional support for the standardized operation of renewable energy environmental rights and interests. These include standardizing issuance management. The system sorts out the classification of green certificates, issuance targets, and issuance regulations, and clarifies the time limit requirements for key links; on the basis of full coverage of public power grids, the requirements for applying for green certificates for projects that have obstacles to issuing green certificates due to objective reasons are specifically clarified, and the full coverage of green license issuance for projects that have already been registered has been further deepened. The price settlement mechanism for sustainable development of new energy sources is marked and distinguished according to the new requirements of the comprehensive market-based reform of new energy sources.
