The “Opinion” urges courts at all levels and maritime administration authorities to work together to establish coordinated, organically linked, efficient and convenient multiple dispute resolution mechanisms for water disputes, give full play to the role of dispute resolution centers in preventing and mediating disputes in water transportation, crew labor, personal injury compensation, ship pollution, administrative disputes, etc., comprehensively improve the effectiveness of preventing and resolving water disputes, and achieve “no small things leaving the port, no conflicts being handed over” to resolve contradictory disputes in the bud and strive to improve people's sense of attainment, happiness and safety.
