The “Implementation Rules” mention that when individual consumers apply for vehicle scrapping and renewal subsidies, the “End-of-Life Motor Vehicle Recycling Certificate”, “Motor Vehicle Cancellation Certificate”, “Uniform Motor Vehicle Sales Invoice”, and “Motor Vehicle Registration Certificate” submitted by them should all be obtained from January 1, 2026. Eligible old cars that have been scrapped should be registered in the name of the applicant before January 8, 2025. Individual consumers apply for a vehicle replacement and renewal subsidy. The billing dates specified in the “Used Vehicle Sales Unified Invoice” and the “Unified Motor Vehicle Sales Invoice” submitted by them, as well as the most recent transfer registration date specified in the “Motor Vehicle Registration Certificate” for the transferred old passenger car and the registration date specified in the “Motor Vehicle Registration Certificate” for the newly purchased passenger vehicle should all be after January 1, 2026. The transferred old passenger car should be registered in the name of the applicant before January 8, 2025.
