This was the first batch of goods cleared in the Hainan Free Trade Port using the “separate reporting” model. “Separate reporting” is an innovative customs supervision model implemented for the “second tier” after the Hainan Free Trade Port is closed and operated. It is mainly applicable to advanced certified enterprises and “white list” credit rating enterprises. The goods cover “zero tariff” goods at the Hainan Free Trade Port and their processed products, bonded goods enjoying the value-added tax exemption policy for processing, goods with relaxed trade management measures and processed products when entering the Hainan Free Trade Port from abroad. This model allows enterprises to first complete the procedures for leaving the island in batches as needed, and then complete centralized customs declaration within a specified period. It is particularly suitable for the small-batch and multi-frequency requirements of production enterprises, which is conducive to improving logistics efficiency. In the next step, the customs will continue to carry out various forms of policy presentations to enterprises, explore and implement more convenient customs clearance measures, release policy dividends, promote the development and growth of Hainan's characteristic and advantageous industries, and help the high-quality development of the Hainan Free Trade Port.
