“In the 15th Five-Year Plan period, the core problem facing the steel industry is how to release steel production capacity in an orderly manner, ensure the balance between supply and demand in the market, and achieve effective and high-quality development of the industry in the context of incremental development to reduced volume development.” At the 2025 China Iron and Steel Industry Association Steel Market Working Committee Annual Meeting held on December 17, Luo Tiejun, member of the Standing Committee of the China Iron and Steel Association and vice chairman, pointed out that in the context of “reduced volume development” becoming the norm in the industry, strengthening self-discipline and orderly exports have become key forces to stabilize the market and improve efficiency. “We need to clearly recognize that large-scale low-price exports over a long period of time are unsustainable. As the case gradually comes into effect, it will affect the normal export environment and increase the pressure on domestic supply and demand.” Luo Tiejun reminded.
