This requires the participation of industry authorities, local governments, industry associations, various media organizations, and financial institutions. Enterprises should also further support participation in industry self-regulation, resolutely resist vicious competition at prices below cost, and resolutely resist blindly expanding production and increasing production in violation of market economy laws and regulations; second, the application side must implement the concept of high-quality development, including the application side not bidding below full cost, further reducing unreasonable resource costs, and actively adapting to the new market situation.
