Luoping Zinc & Electric announced that on December 15, 2025, its wholly-owned subsidiary Hongtai Mining received a decision from the Puding County Natural Resources Bureau to rescind the administrative penalty decision issued on June 9, 2025 because the procedure was illegal in handling this case. Previously, Hongtai Mining had applied for administrative review against the penalty. The application was withdrawn on the same day due to the penalty decision. Hongtai Mining paid a total of 203 million yuan in fines on December 9. The company is still unable to determine the subsequent penalties. It will closely monitor the progress, and will also fulfill its obligation to disclose information on the refund or more refund or less compensation of the fines already paid.
