According to the “Regulations of the People's Republic of China on the Administration of Import and Export of Goods” and other relevant regulations, the Ministry of Commerce has formulated the “2026 First Distribution Plan for Export Quotas for Certain Agricultural Products”, which has now been issued, and the relevant matters are notified as follows: 1. Local commercial authorities should promptly complete the secondary allocation, verification and feedback of export quotas for live livestock, poultry, and lumber for Hong Kong and Macao. Quotas should focus on enterprises with high completion rates, strong operating capacity, good supply quality, and high brand reputation. Coordinate the actual export situation in the region, play a quota-oriented role, and reasonably grasp the pace of distribution. Closely track the progress of quota usage, do a good job of dynamically allocating quotas, and improve quota usage. The secondary quota distribution plan shall be promptly reported to the Ministry of Commerce for the record, and a copy shall be submitted to the Quota Licensing Administration of the Ministry of Commerce, the China International E-Commerce Center, and relevant export licensing agencies. 2. The competent commercial departments of Guangdong Province and Shenzhen are requested to notify relevant enterprises about the allocation of wheat flour export quotas for Hong Kong and Macao, and to closely follow up and promptly report on the implementation of the quotas and existing problems. The export quota for wheat flour issued to Hong Kong and Macau is limited to exports to the Hong Kong and Macau markets, and enterprises are strictly prohibited from re-exporting to other countries and regions in any form. The relevant export licensing authority is in the export license
