According to a press release from the Hong Kong Special Administrative Region Government, the Secretary for Financial Services and the Treasury, Hui Ching-yu, held a bilateral meeting with Norwegian Ambassador to China Dai Wei-yan in Beijing today and signed a comprehensive agreement on the avoidance of double taxation between the Hong Kong Special Administrative Region government and the Royal Norwegian Government. According to this agreement, all taxes paid by Hong Kong residents in Norway are deducted from taxes levied in Hong Kong on the same income in accordance with the Inland Revenue Ordinance. Furthermore, Norway's withholding tax rate on dividends levied on Hong Kong residents will be reduced from the current maximum of 25% to 5% or 15%. The agreement will enter into force after both parties have completed the relevant ratification procedures.
