Promote development models such as co-location of scenery and complementary agriculture, forestry, and photovoltaics, and promote rooftop photovoltaic development in industrial parks, public buildings, etc. Strengthen power grid infrastructure construction, promote the integration of distributed energy and microgrids, and build a power network with a “strong backbone and stable distribution grid”. Develop new energy storage models such as electrochemical energy storage, build shared energy storage power plants, and promote revenue models such as “peak compensation” and “capacity leasing”. Collaborate to promote medium- to long-term electricity transactions, spot markets and auxiliary service markets, build virtual power plants, increase the proportion of green electricity consumption in key industries, and raise the level of electrification of terminal energy use.
