The 2nd China Talent Exchange Conference opened in Haikou on December 6 at a major historical juncture in the year when the customs clearance operation of the entire island of Hainan and the “One Million Talents Entering Hainan” action plan came to an end at the end of 2025. With the theme of “Helping the Customs Clearance and Operation of Free Trade Ports and Build an Island of Talents”, the conference comprehensively showcased the achievements of Hainan's talent work, brought together talents from all sides, and sought a new chapter of common development. Since launching the “One Million Talents Entering Hainan” action plan in 2018, Hainan Province has implemented projects such as the introduction of leading talents and teams, recruitment of young university students, and flexible talent promotion, bringing in more than 1.03 million talents of all kinds. On the opening day, Hainan Province launched a new round of talent strategies based on the “One Million Talents Entering Hainan” action plan — the “One Million Talents Grow Hainan” action plan, officially launched to provide more accurate and high-quality talent support for the customs clearance operation and high-quality development of the Hainan Free Trade Port.
