On November 17-28, 2025, the quadrennial ITU World Telecommunication Development Conference was held in Baku, Azerbaijan. With the theme of “Achieving an inclusive and sustainable digital future through universal, meaningful and affordable connectivity”, the conference conducted in-depth discussions on global and regional ICT development strategies, and clarified the ITU Telecommunication Development Department's work priorities and management candidates for the next four years. More than 2,400 representatives from more than 160 member countries, international organizations and enterprises gathered to discuss development plans. At this conference, experts from the China Academy of Information and Communication Technology made an important breakthrough in their positions at ITU-D management. Wang Ke, Deputy Chief Engineer of the Institute of Industry and Planning of the Chinese Academy of Information and Communications Technology, Wei Sha, Deputy Director of the Institute of Information Technology and Industrialization Integration, and Wu Tongning, Deputy Director of the Institute of Artificial Intelligence, were elected as vice-chairmen of the ITU-D Development Advisory Group, the First Research Group, and the Second Research Group respectively, achieving full coverage of China's management positions in the ITU-D Advisory Group and Research Group.
