The first is to draw up a negative list and strictly manage some specific types of pesticides on the basis of a list of pesticides restricted from use. Pesticide types included in the negative list are prohibited from using the Internet to operate. The second is to improve the working mechanism, establish a key monitoring list for pesticide management on the Internet, strengthen communication with third party platforms, and improve the investigation and punishment mechanism for problematic products. The third is to step up sampling efforts, carry out sampling and monitoring of pesticide products operated on the Internet, and strictly punish counterfeit and poor pesticide products and illegal business practices in accordance with the law, and “crack down on them if they show up.” Fourth, strengthen coordination and linkage, strengthen cross-departmental, cross-regional and inter-provincial coordination of pesticide management of Internet operations, and implement integrated online and offline management. The fifth is to promote common governance in society, actively play the role of industry self-regulation, strengthen publicity and interpretation of regulations and policies, clear channels for reporting complaints, and form diversified supervisory synergies.
