Since the “14th Five-Year Plan”, under the guidance of the “double carbon” strategic goal, China's new energy industry has developed by leaps and bounds. The installed scale of new energy has historically surpassed thermal power, and has entered a new stage of development. At the same time, as the scale of new energy sources becomes larger and the share of electricity is getting higher and higher, the pressure on system consumption continues to increase, and it is increasingly difficult to guarantee factors such as land space. There is an urgent need to change the development, construction and operation model of new energy sources to achieve integrated and integrated development. The following opinions are put forward to promote the integrated and integrated development of new energy sources.
I. General Requirements

II. Accelerate the multi-dimensional integrated development of new energy sources
(1) Raise the level of complementary development of multiple types of new energy sources. Optimize the power supply structure and energy storage ratio of the “Shagowang” new energy base, build adjustable power sources such as photothermal power generation according to local conditions, reasonably control the coal and electricity installation requirements of the newly built base, encourage the use of molten salt heat storage and peak regulation, local green ammonia mixing, etc., to raise the level of deep collaboration between new energy and coal power, increase the proportion of green electricity in the base; support regions in a position to do so to give full play to the supporting and regulating effects of photothermal energy, pumped energy storage and new energy storage, etc., and explore the construction of 100% new energy bases. Give full play to the characteristics of high rotational inertia of hydropower, quick start and stop, and accurate adjustment, and actively promote the integrated development of water and landscape in major watersheds. Explore the construction of a new integrated water and landscape base using pumped energy storage, new energy storage, etc. as a regulated power source to drive large-scale high-quality development of the surrounding landscape. Combining regional resource endowment conditions and system regulation support needs, we will promote complementary development such as wind, solar and gas storage for centralized new energy projects in the province.
(2) Strengthen the intensive and mixed use of new energy development space. Strengthen intensive site selection for major new energy bases such as the “Shagou Desert” and water scenery, guide various centralized new energy projects to carry out simultaneous landscape construction, and achieve intensive sharing of site space, transmission and transformation facilities, and regulation capabilities. Promote the transformation and upgrading of wind power and photovoltaic power generation projects in an orderly manner, and improve land use efficiency. Mining areas are encouraged to rely on resources such as idle land and collapsed areas to develop new energy sources such as photovoltaics and wind power. Continuously improve the power prediction accuracy of new energy generation, actively adopt advanced grid construction technology, promote collaborative joint optimization and control of multiple types of new energy sources, comprehensively improve the impressive, measurable, adjustable and controllable capabilities of new energy sources, and build a number of system-friendly new energy power plants. Encourage integrated utilization of new energy sources and energy storage, explore substantial joint ventures between new energy sources and other power sources under certain conditions, formulate overall market participation strategies, and enhance market competitiveness. Strengthen digital upgrading and transformation, promote centralized monitoring and integrated operation and maintenance of all stations at new energy bases on the basis of implementing safety protection requirements for power monitoring systems, and improve operational efficiency. Accelerate the large-scale development of virtual power plants and strengthen the aggregation and collaboration of distributed power resources.
3. Vigorously promote the collaborative development of new energy sources and multiple industries
(5) Accelerate the promotion of the new energy industry chain to “make (green) green”. In regions rich in new energy resources, improve the application level and spatial agglomeration efficiency of new energy equipment manufacturing, build more competitive new energy manufacturing bases, strengthen collaborative innovation in upstream and downstream industrial chains, and explore the construction of an integrated and integrated new energy industry system. Promote green manufacturing throughout the chain, and promote the green transformation of new energy raw materials mining and processing, key component manufacturing, and product production processes. Actively guide the transfer of high-energy industries to regions where new energy resources are abundant and the resource environment can be carried, use new energy resources to guide major productivity and major infrastructure layout optimization, and achieve local consumption of “Western Power for Western use”. Guide key industries such as petroleum and petrochemicals, chemicals, iron and steel, and non-ferrous metals. Based on regional resource endowments and industrial base, the system enhances load regulation capabilities through optimization of production processes, renovation and upgrading of self-owned power plants, and scientific configuration of energy storage facilities, etc., and collaboratively reduces energy costs and efficiently consumes new energy. Encourage other traditional industries to carry out green product design and flexible production process transformation, collaboratively reduce the carbon footprint throughout the product life cycle, and enhance green competitiveness. Through layout optimization and collaborative operation of new energy sources and traditional industries, we will construct a new industrial energy consumption system that matches the characteristics of new energy sources.
(7) Actively promote the integration and mutual development of new energy and emerging industries. Combine the construction of the “East Digital Western Computing” project to coordinate green power demand for computing power facilities and new energy resource endowments, promote collaborative planning between new energy bases and computing power facilities, and explore the construction of computing power facilities nearby based on offshore wind power bases. Classification explores the potential for spatio-temporal adjustment of computing power loads, promotes the integrated operation of electricity and computing power networks, and provides green power support for speeding up the construction of a national integrated computing power network. In regions where new energy resources are abundant and the manufacturing base is solid, promote the collaborative layout and cluster development of emerging industries such as new materials, high-end equipment manufacturing, energy saving and environmental protection with new energy sources, and accelerate the formation of a new industrial ecosystem “promoting new through new” industries.
4. Actively promote diversified non-electric use of new energy
(8) Focus on improving the level of collaborative development of wind and solar hydrogen storage. Strengthen key technical research such as rapid dynamic operation over a wide range of electric hydrogen production and joint control of multiple electrolyzers, improve the technical performance of electrolyzers, improve the adjustment range, response speed and accuracy of hydrogen production from electrolyzed water, and better adapt to the fluctuating characteristics of new energy sources. Optimize the ratio of wind and light, rationally allocate electricity storage and hydrogen storage facilities, develop integrated adaptive self-regulation systems for new energy power generation, hydrogen production and storage facilities, and hydrogen load, and improve the level of integrated collaborative optimization control and self-balance capabilities for wind and solar hydrogen storage. Promote the development of weak grid-connected and off-grid hydrogen production models from new energy sources.
(9) Steadily build a green hydroammonia alcohol (hydrogen-based energy) comprehensive industrial base. Support all regions to plan and build hydrogen-based energy industries such as green hydroammonia alcohol and sustainable aviation fuel in line with green development needs and resource conditions. Focus on regions with high potential for landscape development and abundant biomass and water resources, and plan to lay out a comprehensive industrial base for the production of hydrogen ammonia alcohol from renewable energy sources. Coordinate supply and demand sides, scientifically plan infrastructure such as transportation pipelines, filling and transit ports, and promote the construction of transportation systems across provinces and regions in an orderly manner. Support the large-scale preparation of green hydroammonia alcohol at the “Shagao Desert” and the Shuicheng Grand Base, promote application in key fields such as coal chemicals and metallurgy, and promote the combined development of industries. Coastal regions are encouraged to explore offshore wind power technology to produce hydroammonia alcohol and develop green fuel refueling for shipping.
(10) Promote the application of new energy heating and heating in an orderly manner. Encourage the construction of multi-energy coupling integrated energy supply stations with new energy sources through renewable energy power heating, heat pump heating (cooling), and photovoltaic photothermal integration in industrial parks where heat (cold) demand is strong, such as textiles, pharmaceuticals, papermaking, and food processing. Identify the potential of new energy heating resources, scientifically lay out geothermal energy heating, strengthen hierarchical utilization of geothermal energy, develop heating models that directly use green electricity according to local conditions, actively explore the complementary and efficient use of multiple heat sources of geothermal energy, scenery, biomass and traditional fossil energy, and promote the organic integration of new energy heating with existing heating systems. Give full play to the advantages of flexible adjustment of thermal systems, promote joint optimal scheduling and operation of new energy and thermal systems, and explore the combined application of new energy heating with long-term heat storage technology such as geotechnical and water bodies.
5. Strengthen organizational guarantees
(11) Actively organize project construction in an orderly manner. The National Energy Administration gives priority to supporting the construction of new energy integration projects in regions with high penetration rates of new energy sources. Provincial energy authorities should strengthen overall coordination and factor guarantees during project organization and construction, rationally arrange project scale in new energy project development and construction plans, enhance cross-departmental cooperation, form joint efforts, and track and monitor project construction and operation in a timely manner. Agencies dispatched by the National Energy Administration and local energy authorities are strengthening supervision of project access and network security in accordance with the division of responsibilities. The National Energy Administration will summarize and promote advanced experiences in typical projects.
(12) Optimizing project investment and development management. Optimize relevant processes such as approval (filing), power grid access, and power business license processing for new energy integration projects, and encourage one-stop processing of relevant procedures for the entire project. Local authorities are encouraged to study multi-party cooperation mechanisms for new energy and industrial integration projects in the light of actual research. The study supports eligible new energy integration projects through local government special bonds.
(13) Optimize the power scheduling mechanism. On the premise of ensuring the safety and stability of power grids, we promote collaborative optimization and scheduling of “sand and desert”, water scenery, and offshore new energy bases, etc., actively promote the aggregation and control of distributed resources through virtual power plants and other models, and encourage integrated energy and industry projects to improve the level of multi-factor collaboration and self-balance of source grid load storage. Refine and improve technical standards, operation rules and assessment rules for grid-connected scheduling of various types of projects, and clarify the regulatory relationships and scope of responsibility of each element.
(14) Improve market transactions and certification mechanisms. Support the “Shagahuang” and Shuifengguang New Energy Bases to participate in electricity market transactions in an integrated model. Promote multi-year green electricity purchase agreements, and improve market and transaction settlement mechanisms for new energy and industry integration projects. Actively explore new energy integration projects to participate fairly in the electric energy market and the power auxiliary service market. Promote the improvement of reliable capacity compensation mechanisms, and explore the inclusion of eligible new energy integration projects in the scope of capacity compensation. Explore and promote the establishment of certification mechanisms for non-electric energy carriers such as green hydroammonia alcohol, and gradually improve green evaluation standards, certification rules and labeling systems.
