China News Network quoted Korean media reports on the 8th as saying that the South Korean National Assembly bill information system shows that Yang Fu-nam, a member of the National Assembly of South Korea's ruling party, recently proposed legislation whose core content is to insult a specific country or its people, and is punishable by 5 years or less in prison. According to the Act, publicly spreading false information to slander a specific country, its citizens, or a specific race will be punished with “up to 5 years in prison, up to 10 years of deprivation of citizenship, or a fine of up to 10 million won”; public insults will be punished with “up to 1 year in prison or detention, or a maximum fine of 2 million won.” According to the report, 10 members of the Common Democratic Party, led by Yang Fu-nam, jointly proposed legislation. They said, “Recently, there have been frequent offline rallies and protests in South Korea, inciting social conflict and spreading hate speech against specific countries or races, which are full of all kinds of hate speech and insults.” These ruling party lawmakers also used an anti-China rally held on October 3 as an example, believing that the rallies spread rumors about China and insulted and slandered the Chinese. They also believe that according to the current law, slander and insults based on false information are limited to specific victims, and slander or insults targeting specific groups are not recognized. The organizers and participants of anti-China rallies have taken advantage of this legal loophole. However, a spokesperson for Yang Fu Nan's office responded to the media that the proposal cites China as a case based on recent media reports, but the law also applies to other countries.
