The anti-dumping duty in this case does not apply to rutile pigments, whose titanium dioxide content is 82% or more by weight and not more than 94%. After surface treatment, the phosphorus oxide content is 1.2% or more by weight, the silicon dioxide content does not exceed 0.4%, the zirconia content does not exceed 0.1%, and the isoelectric point pH is equal to or greater than 6.5 and not more than 8.1, and is used exclusively for the manufacture of melamine decorative laminate substrates.
