The Zhitong Finance App learned that on July 2, the Hong Kong Government today announced the list of appointments of the Deputy Secretary for Health Services and Health, the Chairman of the Hospital Authority and the Chief Executive Officer. Among them, Dr. Fan Yuen-man was appointed as Deputy Director of the Medical and Health Bureau and will take office on July 14, 2025; Dr. Lee Ha-yin was appointed Chief Executive of the Hospital Authority (HA), effective from August 1, 2025 for a term of three years; and the current Chairman of the Hospital Authority, Fan Hung-ling, was re-appointed with effect from December 1, 2025 for a term of one year.
The Secretary for Health and Services of Hong Kong, Professor Lo Chung-mau, welcomed the newly appointed Deputy Secretary, Dr. Fan Yuen-man, to the Health Service and looked forward to jointly promoting health reform and innovation in the Hong Kong Special Administrative Region (SAR) to enhance and protect public health.
Professor Lo Chung-mao also thanked Dr. Li Xiayen, who is leaving the post of Deputy Director of the Health Service and is now the Chief Executive Officer of the Hospital Authority. Professor Lu Chung-mao said, “Dr. Lee joined the Hospital Authority after graduating from medical school. He served in the public healthcare system until 2022 when he became the Deputy Director. Having served as Deputy Director for nearly three years, Dr. Lee has shown outstanding leadership, explanation and affinity, and has fully grasped the challenges and countermeasures faced by the current macro-health care system. He will surely be able to lead the reform and innovation of the Hospital Authority and optimize public health services in his new position.”

Dr. Fan Yuen Man
Dr. Fan Yuen-man, aged 57, is currently Consultant Family Medicine Physician (Elderly Health Service) of the Department of Health.
Dr. Fan Yuen-wen joined the Department of Health in 1992 and has been serving for over 30 years. In addition to family medicine and elderly health services, she has also co-ordinated and participated in various fields of work, including professional development and quality assurance services, and participated in the coordination of health stations in quarantine centres many times during the pandemic.
Dr. Fan Yuen-wen graduated from the Medical School of the University of Hong Kong. She also has a master's degree in public health from the Chinese University of Hong Kong. She also has various professional qualifications, including those of the Hong Kong School of Family Medicine.
Dr. Lee Ha-yin
Dr. Li Xiayin is 53 years old and has been the Deputy Director of the Medical and Health Bureau since July 2022.
Dr. Li Xiayen joined the Hospital Authority's administrative management team in 2008 and was promoted to Director of Strategic Development in 2016. As Director of Strategic Development, Dr. Lee was responsible for formulating strategies and operating plans for medical services provided by the Hospital Authority, coordinating community and infrastructure services, and planning and implementing engineering projects. In addition, she has served on various professional organizations such as the Hong Kong College of Anesthesiologists and a committee member of the Hong Kong School of Social Medicine.
Dr. Li Xiayen graduated from the University of Hong Kong Medical School and has a master's degree in public health from the University of Hong Kong. She also has various professional qualifications, including the Hong Kong College of Anesthesiologists and the Hong Kong School of Social Medicine (Administrative Medicine).
