Since June 23, the southern and southeastern parts of Guizhou Province have been hit by heavy rainfall. Over-guaranteed water level floods occurred in the Rongjiang County and Congjiang County sections of the Duliu River. After consultation and investigation, the Congjiang County and Rongjiang County Flood Control and Drought Relief Headquarters in Qiandongnan Prefecture of Guizhou Province decided to upgrade the emergency response for flood control from Level II to Level I starting at 10:40 and 12:00 on June 24. On June 24, the State Defense Administration initiated a four-level flood control emergency response for Chongqing and Guizhou, and dispatched a task force to Guizhou to assist and guide flood relief and rescue work in key areas such as Rongjiang and Congjiang in southeast Qiandongzhou.
