The National Development and Reform Commission is seeking public comments on the “Administrative Measures on Emergency Dispatch of Electricity Across Provinces and Regions”. When there are safety risks or power balance gaps in electricity operation, priority is given to allocating resources and forming prices through market-based means such as medium- to long-term electricity transactions and spot transactions across provinces and regions. When market-based methods are unable to completely solve the problem, power dispatching agencies can organize and implement emergency dispatch in advance or within days.
