Market supervision bureaus (departments, committees) of the provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps:

In order to do a good job of renewing old residential elevators funded by ultra-long-term special treasury bonds, and to make every effort to ensure the safety and convenience of residents, the relevant matters are hereby notified as follows:

1. Coordinate safety and economy to ensure the quality and safety performance of elevators

Local market supervisory authorities should urge elevator manufacturers to effectively implement their main production responsibilities and provide high-quality elevator products with excellent quality, reasonable price, and high-quality after-sales service for the renewal of old residential elevators.

First, strict model selection and configuration are required. The manufacturing unit is to update the driving host, control system, door system, suspension device, reverse rope wheel and other components selected for elevators. Their safety performance indicators must not be lower than the current safety technical specifications and related special requirements. During overload operation tests, the whole process can operate without failure to ensure sufficient safety margin and durability.

Second, it is necessary to save profits reasonably. Before signing a contract, an elevator manufacturing unit must conduct a site survey on old residential elevators and formulate a renewal plan. The original elevator guide rails (including brackets), cast iron counterweight blocks (including counterweight frames), car frames, floor doors (including door covers, floor sills), and other parts with high quality and safety performance, long service life, and continuous use value should be retained and used up during the update, saving costs and shortening the construction period. If the safety performance assessed by the manufacturing unit does not meet the requirements and cannot be retained, the corresponding inspection certification materials must be retained. Where the property owner does not agree to the reservation, the relevant witness documents must be kept.

Third, it is necessary to strengthen quality assurance. If the updated elevator has quality problems within the quality guarantee period, the elevator manufacturing unit shall be responsible for free repair or free replacement. Elevator production units are encouraged to provide after-sales service with a complete machine warranty and long-term all-inclusive maintenance for no less than 5 years.

2. Strengthen technical control and service, and strictly implement elevator supervision and inspection

Local market supervisory authorities should urge special equipment inspection agencies to strictly implement safety technical regulations such as the “Elevator Supervision, Inspection and Periodic Inspection Rules” (TSG T7001-2023) when carrying out installation supervision and inspection of old residential elevators. Renew elevators that keep old parts, and carry out installation supervision and inspection.

First, important test projects must be strictly implemented. When the installation unit carries out load test items such as speed limiter-safety clamp linkage tests, traction capability tests, and braking performance tests, inspectors shall observe and confirm on site. Relevant audio and video records shall clearly record the test load, observation and confirmation, etc., and keep them for a long time.

Second, it is necessary to improve the quality of inspection services. If it finds that it does not meet the requirements, it shall stop the inspection and issue an “Elevator Inspection Opinion Notice”, and wait for the manufacturing and installation units to rectify before continuing to carry out the inspection.

3. Strengthen the implementation of responsibilities and effectively strengthen the safety management of elevator use

Local market supervisory authorities should work with relevant departments to guide property owners to discuss and determine matters such as elevator use management and maintenance units in advance before implementing old residential elevator renewal projects.

First, it is necessary to clarify who is responsible for management. Where a property owner entrusts a housing management unit or property service unit, etc. as an elevator user unit, the person responsible for managing the safe use and the responsibility for managing the safe use shall be determined in accordance with the agreement in the entrustment contract. It is necessary to actively seek support from local governments, establish a new model of elevator use management in the residential sector on a pilot basis, cultivate long-term responsible entities including all-inclusive services such as use management and maintenance, and promote specialized and large-scale operations.

4. Strictly supervise and carry out duties, and do a good job of safety supervision and publicity and guidance

Local market supervisory authorities should step up efforts to promote elevator safety and strengthen supervision and inspection of updated elevators, use management, and maintenance. At the same time, according to local government arrangements, cooperate with relevant departments to publicize and guide the renovation of old residential elevators.

First, it is necessary to strengthen administrative law enforcement. The inspection agency and its inspectors shall promptly investigate and punish acts such as violating laws and regulations or not carrying out inspections in accordance with the law and regulations, and disclose the results of the processing. If it is discovered that the inspector has not carried out on-site observation and confirmation in accordance with the requirements of the safety technical specifications for the relevant loaded inspection items, it shall be investigated and punished as a serious illegal situation.

It is necessary to work with relevant departments to step up efforts to publicize elevator safety, popularize regulations, policies and safety knowledge, raise owners' awareness of rights and responsibilities as elevator co-owners, guide and implement property owners' financial responsibilities for elevator renewal, operation and maintenance, and create a good safety atmosphere.

This notice takes effect from the date it is issued. Renewed elevators funded by ultra-long-term special treasury bonds that apply for construction notices after the date (inclusive) of this notice is issued shall meet the requirements of this notice.
