Zhitong Finance App learned that the mandatory national standard “Safety Requirements for Electric Vehicle Power Batteries” (GB38031-2025) organized by the Ministry of Industry and Information Technology was released a few days ago and will be implemented on July 1, 2026.

The main contents of this revision include the revised thermal diffusion test, which further clarifies the battery temperature requirements, power up and down status, observation time, and vehicle test conditions. The technical requirements are to provide thermal event alarm signals 5 minutes before ignition or explosion, and adjust to no fire, no explosion (an alarm is still required), the smoke does not cause damage to the occupants, etc.; a new bottom impact test to check the protective ability of the bottom of the battery after being hit; and a safety test after the quick charge cycle. An external short circuit test is carried out after 300 fast charging cycles, requiring no fire or explosion, etc.

Furthermore, the revised version makes it clear that this standard applies to power batteries for electric vehicles, that is, it is not applicable to non-driving batteries; improves insulation resistance requirements, increases insulation resistance requirements for battery systems including AC circuits; increases extrusion test requirements, and increases determination conditions related to insulation resistance.
