Recently, Qian Bo, the Chinese government's special envoy for Pacific Island Affairs, responded to speculation by some foreign media about the Taiwan-related content of the 53rd Pacific Islands Forum meeting communiqué, in Nuku'alofa, the capital of Tonga. Qian Bo stressed that Taiwan is a part of China in terms of history, law, and reality. There is only one China in the world, and the government of the People's Republic of China is the sole legal government representing the whole of China. Taiwan is neither a sovereign country nor a Pacific Islands Forum dialogue partner. Over the years, the Taiwan authorities have been using the 1992 Forum Communiqué as an excuse to “gather” their presence during the Pacific Islands Forum Leaders' Meeting. This act seriously interferes and disrupts the island countries' and dialogue partners to focus on the real concerns of the island countries, and is unpopular and futile.
