On November 1, the “Protocol between the Government of the People's Republic of China and the Government of the Republic of Peru on Upgrading the 'Free Trade Agreement between the Government of the People's Republic of China and the Government of the Republic of Peru'” officially entered into force. China and Mexico began negotiations to upgrade the FTA in November 2018 and signed the “Upgrade Protocol” on November 14, 2024. The “Upgrading Protocol” upgraded the original free trade agreement, improved the 7 original chapters of the agreement, including rules of origin, customs procedures and trade facilitation, sanitary and phytosanitary measures, intellectual property rights, trade in services, temporary entry and investment of business personnel, and added 5 chapters on standards and conformity assessment cooperation, competition policy, e-commerce, global supply chain, environment and trade. The two sides are also negotiating future provisions on a negative list of trade in services and investment, with the aim of continuing to raise the level of openness in related fields. Since the entry into force of the Sino-Mexican FTA in 2010, it has played an important role in promoting bilateral economic and trade cooperation. The trade volume between the two countries increased nearly 7 times from 6.4 billion US dollars in 2009 to 50.4 billion US dollars in 2025. After the entry into force of the Upgrading Protocol, it will help to further explore opportunities for bilateral trade and investment cooperation, provide a better business environment for enterprises from both sides, and inject new vitality into the economic and trade relations between the two countries.
