The Zhitong Finance App learned that Yang Mingyi, senior co-director of the Central Plains Real Estate Research Department, pointed out that the latest CCL report of the Central Plains City Leading Index was 159.38 points, down 0.33% from week to week, hitting a new low for 15 weeks (over 3 months) since mid-July 2026. On October 10, Yau Tong's “Qinghai I” launched the first round of 200 units in the form of a price list. They were all sold out on the same day, reflecting the popularity of the new housing market this week. CCL fell for 3 consecutive weeks, the first time since 113 weeks (more than 2 years) after August 2024. The total decline was 1.13%. The index was below 160 points for 2 consecutive weeks, and the property price trend was weak.

A number of first-hand new listings opened at low prices to grab customers. The second-hand property market was tugged down. The landlords had a tough attitude, and buyers turned wait-and-see, which affected the decline in transactions, and property prices were lowered under pressure. CCL has declined 3 times in the past 10 weeks, down 1.71% from its high of 162.16 points in mid-August this year. CCL is expected to drop the test by 158 points, returning to the level before the China Securities Regulatory Commission cracked down on illegal cross-border capital outflows at the end of May, but it is expected that there will still be an increase of about 10% throughout 2026.

Since interest rates fell back in May 2025, property prices have bottomed out and rebounded. Combined with the stimulus of two interest rate cuts by local banks last year, CCL once again fell below the 135.16 point low of the capped interest rate in May last year, with a cumulative increase of 17.92%. CCL rose 18.16% from the low of 134.89 points before the March 2025 financial plan, 17.31% higher than the 135.86 point low before the first interest rate cut in September 2024, and down 16.70% from the historical high of 191.34 points in August 2021.

On October 27, the first price list for 91 sets was announced for the first time in Hung Hom. On the 28th, Leo Place Phase 6 “Yili 1” in Tai Kok Tsui announced the first price list for a total of 50 sets. On the 29th, the Federal Reserve and large banks in Hong Kong kept interest rates unchanged, and the impact on local second-hand property prices will only begin to be reflected in CCL, which will be announced in late November 2026.

Since 2026, CCL has increased by 10.60%, CCL Mass by 10.70%, CCL (small to medium units) by 10.54%, and CCL (large units) by 10.84%; by region, Hong Kong Island has risen 14.68%, Kowloon has risen 8.62%, New Territories East has risen 10.09%, and New Territories West has risen 10.25%.
