General Secretary Xi Jinping served as the head of the document drafting team. He personally planned, guided, and directed the entire process. He hosted 2 symposiums to solicit comments, 3 Politburo Standing Committee meetings, and 2 Politburo meetings to listen to reports, guide research on relevant major issues, and played a decisive role in drafting the document. The document was drafted to fully promote democracy, forge broad consensus, and gather the wisdom of the whole Party. On January 31 of this year, the Party Central Committee issued a notice to solicit opinions from various departments in various regions on the topics of the plenary session. At the same time, 16 organizations were commissioned to conduct research on 23 key topics. On August 3, the “Decision” draft for comments was issued to all regions, departments, and parties for comments. A total of 1,173 amendments were received, and 208 were absorbed through research. During discussions at the plenary session, the participating comrades also proposed 100 amendments to the draft “Decision”, and 13 were absorbed through research. The “Decision” fully reflects the common will of the whole Party and the common expectations of the people of the whole country.
