Rep. Kevin McCarthy has been working to win over the GOP lawmakers who have been opposing his bid for speaker. In an effort to convince enough conservatives to support him, the California Republican has offered:

The offer also includes a promise to bring up for a vote a controversial border plan and a term limit requirement, the people said.

In another major concession, a McCarthy-aligned super PAC, the Congressional Leadership Fund, agreed to stop picking candidates in primaries where the seat is expected to stay in Republican hands, in an effort to win over critics who said the spending was sometimes unfair to more conservative candidates. The group and the conservative Club for Growth announced the deal Wednesday night, with the Club for Growth agreeing to drop its opposition to Mr. McCarthy.

It is not clear the package will sway enough of his opponents to elect him speaker. Negotiations will continue Friday.
