The “Notice” includes four aspects, including implementation principles, scope of implementation, implementation content, and work requirements. It shows the following three characteristics: First, the gradual expansion of coverage and broadening the benefits of the reform. On the basis of the original four types of pilot projects, provincial scientific research projects carried out by national laboratories and other provincial scientific research projects with a support intensity of not more than 500,000 yuan were added to achieve expansion from key areas to inclusive projects.
