According to the “Ministry of Water Resources's Flood and Drought Disaster Prevention Emergency Response Work Procedure”, the Ministry of Water Resources initiated a flood prevention level IV emergency response for Shaanxi Province at 14:00 on September 3. Currently, the Ministry of Water Resources maintains a level-IV emergency response for flood prevention in Sichuan Province.
