According to Kpler, the Ukrainian attack on Moscow's energy infrastructure led to a sharp drop in crude oil processing at Russian refineries. In August, refineries with a daily production capacity of more than 1.5 million barrels were affected. Preliminary estimates suggest that crude oil processing volume will drop by 400,000 to 500,000 b/d in that month. Analyst Sumit Ritolia said, “Domestic crude oil shortages are already evident, particularly in the Far East and southern regions of Russia. There is a growing possibility that exports of refined oil products will decline, particularly light and medium distillates.” Crude oil disruptions in August, combined with reduced processing volume and regular maintenance in September, caused Kpler to lower Russia's refining production forecast for 2025 to 5.28 million to 5.3 million b/d, down 60,000 to 65,000 b/d from the previous forecast.
