On June 30, at the first China Cosmetics Brand Development Conference, the Customs officially released 11 measures to support the high-quality development of Shanghai's “Oriental Beauty Valley” cosmetics industry. The relevant measures target the development of the cosmetics industry and aim to further expand the scale of the cosmetics industry and help domestic cosmetics brands develop and grow. According to the introduction, there are 11 support measures, which mainly cover 3 aspects: the first is to optimize the inspection process. Based on the precise “white list” policies of local governments, exported cosmetics are released after sampling; sampling strategies for small-sized cosmetics are scientifically adjusted; and inspection methods for imported semi-finished cosmetics that are reexported after packaging are integrated to speed up customs clearance and release. The second is to innovate the supervision model. Implement the concept of classification and supervision of imported cosmetics, simplify entry procedures for cosmetics to be exhibited at professional exhibitions, support high-quality development of the initial economy; optimize inspection requirements for imported and re-exported cosmetics to facilitate international transfers; and explore the application of acceptance mechanisms in the inspection and supervision of imported and exported cosmetics. The third is to improve service efficiency. Assist the inspection and development of imported cosmetics, reduce the sampling rate of cosmetics exported by advanced certified enterprises, explore remote operation methods to enable territorial inspection, promote collaborative governance in customs, and increase support for standards and regulations.
