Third, it is necessary to improve the basic public education service system, ensure equal access to education services for children in distress, strengthen special education services, and improve education support measures. Fourth, it is necessary to establish a mental health care service system, strengthen mental health education and publicity, carry out mental health monitoring and evaluation, detect abnormalities in the mental behavior of children in distress at an early stage, and promptly and efficiently refer them for help. Fifth, it is necessary to establish a solid personal safety protection system, prevent and combat acts that infringe on the legitimate rights and interests of children in distress, strengthen rescue and protection measures for children in distress who have been abused, and at the same time actively prevent misconduct among children in distress. 6.
