Zhang Yonggang, deputy director of the Shanghai Housing, Urban-Rural Development Administration and director of the Shanghai Urban Management Law Enforcement Bureau, said at the Shanghai Municipal Government press conference on May 8 that in order to optimize the business environment, the Shanghai Urban Management Law Enforcement System will formulate the “Shanghai Urban Management Law Enforcement Implementation Regulations without Administrative Penalties and Mitigate Administrative Penalties” in the first half of this year, and release a new version of the “List of No Administrative Penalties” and the first “List of Mitigating Administrative Penalties” to benefit more business entities.
