Recently, the Zhejiang Provincial Department of Natural Resources and the Provincial Department of Agriculture and Rural Affairs relayed the “Notice of the Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs on Strict Compliance with the “Eight Prohibitions” Requirements and Resolutely Curbing the Uncontrolled Occupation of New Rural Land for Housing Construction in the New Countryside, and put forward relevant opinions based on Zhejiang's actual situation. It is proposed to strictly abide by the red line of laws and policies. Strictly abide by the bottom line of rural land and housing construction laws and policies, strictly prohibit illegal sale of homesteads and illegal cooperative housing construction; strictly prohibit urban residents from buying homesteads and farm houses in rural areas; strictly prohibit the registration and issuance of certificates for housing illegally built and purchased by urban residents in rural areas; strictly prohibit retired cadres from occupying land to build houses in rural areas; and strictly prohibit going to the countryside to use rural homesteads to build villa compounds and private clubs. Homesteads must not be distributed to non-rural collective economic organization members such as retired cadres returning to their hometowns to build houses in disguise, so-called “special qualification rights,” villagers' resolutions, etc.; they must not use various names to forcibly withdraw from homesteads against farmers' wishes and force farmers to “go upstairs”; homesteads lawfully obtained by farmers must not be taken back in violation of the law; and withdrawal from homesteads must not be used as a condition for farmers to settle in the city.
