Hong Kong Digital Office Fabric Generative Artificial Intelligence Technology and Application Guidelines Provide Practical Operation Guidelines

The Zhitong Finance App learned that on April 15, the Hong Kong Digital Policy Office (Hong Kong Digital Office) published the “Hong Kong Generative Artificial Intelligence Technology and Application Guidelines”. The purpose of the “Guidelines” is to provide technical developers, service providers and users with practical guidelines on the application of generative artificial intelligence technology. The “Guidelines” cover the scope of application, application limitations, potential risks and governance principles of generative artificial intelligence technology, including technical risks such as data disclosure, model bias and errors that need attention.

Earlier, the Hong Kong Digital Office commissioned the “Hong Kong Generative Artificial Intelligence Research and Development Centre” (HKGAI) to study and recommend appropriate rules and guidelines on the accuracy, responsibility, and information security of generative artificial intelligence technology and applications through practical application and gathering opinions from the industry. The Hong Kong Digital Office has formulated the “Guidelines” after considering the findings and suggestions. Its core goal is to balance the innovative development, application and responsibility of artificial intelligence, and to build a governance framework for all stakeholders in the AI ecosystem that conforms to Hong Kong's context and has local characteristics.

Digital Policy Commissioner Wong Chi-kwong said at the World Internet Conference Asia Pacific Summit Artificial Intelligence Model Forum held this morning that the Hong Kong government hopes to promote the development and application of generative artificial intelligence technology in a safe and responsible manner through the “Guidelines”. While encouraging innovative applications of artificial intelligence technology, risk reduction can be reduced to promote the popularization and development of generative artificial intelligence in Hong Kong.

The Hong Kong Digital Office continues to review the latest technology and application developments in generative artificial intelligence, and maintains close ties with HKGAI and related academic and industry groups to regularly update the contents of the guidelines for reference by all sectors.
