Two departments: Support existing coal power transformation and upgrading units, new construction units, and next-generation coal power pilot demonstration units to implement joint ventures with new energy sources

The Zhitong Finance App learned that on April 14, the National Development and Reform Commission and the National Energy Administration issued the “New Generation Coal and Electricity Upgrading Special Action Implementation Plan (2025-2027)”. The plan mentions strengthening support for next-generation coal power planning and construction. For newly built next-generation coal power pilot demonstration projects, the scale of coal power required shall be prioritized by the National Energy Administration within the scale of the coal power plan and construction set by the country based on total volume control. Support the implementation of joint ventures between existing coal power transformation and upgrading units, new generation coal power pilot demonstration units and new energy sources, and encourage joint new energy projects to be connected to the grid on a priority basis.

The plan mentions that by 2027, in regions where it is difficult to meet the rapid adjustment needs of power grids, a number of coal power units with rapid load change capacity will be renovated and built; in regions where peak shifting is lacking, a number of coal power units with deep peak shifting capacity and efficient load regulation capacity will be renovated and built; and combined with regional characteristics and resource endowments, to promote low-carbon coal power transformation and construction. All regions and power generation enterprises are encouraged to implement a number of effective coal-fired power units with the above capabilities.
