State-owned enterprises and public institutions are encouraged to revitalize idle assets and carry out old-age services. Where entrustment operations are carried out, the rental period is determined according to the principle of stable operating expectations; if the operator has invested heavily, the rental period can be extended as appropriate. Foreign investors are encouraged to invest in the domestic pension service industry and enjoy national treatment.
