The Central Committee of the Communist Party of China and the State Council issued opinions on deepening the reform and development of old-age services. Opinions were put forward to improve policies relating to financial support. Depending on the level of economic development and the degree of population aging, all regions are increasing their support for old-age services. Strengthen financial security for basic old-age services in accordance with the principles relating to the division of financial authority and expenditure responsibilities between the central government and local authorities. Investments within the central budget actively support the construction of an old-age service system. Accelerate the establishment of a long-term care insurance system, rationally determine the coverage and subsidy standards of nursing allowances for the economically disadvantaged elderly, and make a good link between long-term care insurance and policies such as nursing allowances for the elderly and the economically disadvantaged elderly. Launch pilot projects to innovate county old-age service systems to support pilot regions in optimizing resource allocation. Eligible old-age service institutions implement policies such as tax concessions and implement household prices for water, electricity, and heat in accordance with current relevant regulations. Where water, electricity, and heat do not have separate measurement conditions for the time being, they can use quantitative or fixed ratios for billing. Encourage the provision of support such as site rent reduction to community pension service institutions.
