The Zhitong Finance App learned that on January 7, the General Office of the Ministry of Industry and Information Technology issued a notice to launch pilot work on the Wanzhao Optical Network. By the end of 2025, in cities and regions with conditions and infrastructure, we will focus on key scenarios such as communities, factories, and parks, and launch 10 gigabit optical network pilot projects. Using pilot work as a guide, we push all parties in the industrial chain to speed up collaboration to resolve key and difficult issues in the current implementation of the 10,000 gigabit optical network, drive breakthroughs in China's 10 gigabit optical network core technology and key equipment, promote the construction of a mature industrial chain and complete industrial system of the 10 gigabit optical network, and guide the 10 gigabit optical network gradually from technology pilot to deployment and application in an orderly manner.

Communications administrations of the provinces, autonomous regions and municipalities directly under the Central Government, the competent industrial and information technology departments of the provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, China Telecom Group Co., Ltd., China United Network Communications Group Co., Ltd., China Radio and Television Network Group Co., Ltd., China Academy of Information and Communication Technology, and all relevant units:

The 10 gigabit optical network is the upgrade and evolution direction of the next generation of optical networks, and is an important part of the new information infrastructure. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, promote China's 10 gigabit optical network pilot application in an orderly manner, promote the evolution of networks to ultra-high speed, high capacity, and intelligent upgrades, and help promote new industrialization, 10 gigabit optical network pilot work has now been organized and carried out. The relevant matters are notified as follows.

I. Work goals

By the end of 2025, in cities and regions with conditions and infrastructure, we will focus on key scenarios such as communities, factories, and parks, and launch 10 gigabit optical network pilot projects. Using pilot work as a guide, we push all parties in the industrial chain to speed up collaboration to resolve key and difficult issues in the current implementation of the 10,000 gigabit optical network, drive breakthroughs in China's 10 gigabit optical network core technology and key equipment, promote the construction of a mature industrial chain and complete industrial system of the 10 gigabit optical network, and guide the 10 gigabit optical network gradually from technology pilot to deployment and application in an orderly manner.

II. Pilot content

In key scenarios such as residential areas, factories, and parks, 10 gigabit optical network pilot projects were carried out to realize the deployment and application of technologies such as 50G-PON (passive optical network) ultra-wide optical access, FTTH (fiber-to-the-home) /FTTR (fiber-to-room) collaboration with 7th generation wireless local area networks, high-speed high-capacity optical transmission, and the integration of optical networks and artificial intelligence.

(1) Launch the “Ten Thousand Mega Community” pilot project. The 50G-PON access port, which has three generations (GPON/XG (S) -PON/50G-PON or EPON/10G-EPON/50G-PON) multi-mode coexistence capabilities, covers residential areas, and is compatible and smoothly upgraded with various access technologies on existing networks. The community's optical distribution network facilities are equipped to support 10 gigabit household entry capabilities. In a home network environment, FTTH/FTTR and 7th generation wireless LAN are deployed collaboratively to achieve true access to user terminals with over gigabit capabilities and ensure the broadband user experience for 10 gigabit optical networks. Some users in the community piloted a home broadband package of 5,000 Mbps and above. The measured broadband downstream access rate met the standard, and the uplink access rate was not less than 1000 Mbps. Pilot development of 10 gigabit optical network services such as cloud storage, cloud computers, cloud gaming, ultra-high-definition video, naked eye 3D, light-sensitive home viewing, and health care.

(2) Launch a “10 gigabyte factory” pilot project. The 50G-PON access port covers factories and workshops. The initial application of high-capacity industrial PON technology and industrial optical network technology based on 10 gigabit optical networks in workshops and production lines supports deterministic, low latency, and high-reliability business applications. Conduct research on the application of technologies such as industrial OTN (optical transmission networks) and industrial optical buses in plant area connections and data transmission within factories. The 7th generation wireless LAN covers areas such as factories and workshops, and realizes multi-type access terminal applications based on 10 gigabit optical network connections. Promote the verification of integrated technology of 10 gigabit optical networks and artificial intelligence, and pilot applications in the fields of industrial AOI (automatic optical quality inspection), production and safety monitoring.

(3) Launch the “Ten Thousand Mega Park” pilot project. Facing various parks such as high-tech industrial development zones, economic development zones, and industrial parks (characteristic industrial parks) at the provincial level and above, the 50G-PON access port covers production, offices, dormitories and other areas within the park. Build and upgrade the park's optical distribution network facilities, which have the ability to support 10 gigabit optical network access. Verify FTTH/FTTR application solutions for 10 gigabit access, and pilot applications in office, management, and production scenarios. The 7th generation wireless LAN covers typical application scenarios such as high-density offices, logistics and warehousing, and production plants. Explore OTN nodes deployed to the park computer room, and achieve high-speed OTN dedicated line connections at the park network exit. Intensively deploy edge computing power and access network resources to achieve high-quality computing in the park. Explore the integrated application of 10 gigabit optical networks and artificial intelligence technology, carry out verification of new technologies such as lossless transmission, integrated sensing, model training and reasoning applications in the park, and innovate to create multi-dimensional intelligent application scenarios such as manufacturing and park services. Explore campus networking solutions based on 50G-PON and FTTH/FTTR-B (enterprise FTTR) + 7th generation wireless local area networks, promote deployment in various scenarios such as classrooms, libraries, student dormitories, scientific research experiments, etc., to realize applications such as virtual training, cloud teaching, distance education, etc., to support the requirements of high bandwidth, high concurrency, and low latency of campus networks.

III. Work procedures

(1) Pilot application. The competent industrial and information technology departments of prefecture-level cities (including districts and counties under the city directly under the Central Government) that intend to carry out the pilot work with basic telecom companies to select one or more scenarios in the community, factory or park, apply to the local Communications Administration to launch a 10 gigabit optical network pilot project, and fill out the “10 Gigabit Optical Network Pilot Application Form” (Annex 1).

(2) Merit-based recommendations. Local communications administrations, together with departments in charge of industry and information technology, summarize the application situation in the province, and form a list of 10 gigabit optical network pilots in the region based on local pilot intentions, basic conditions, pilot plans and pilot targets, etc., and recommend them to the Ministry of Industry and Information Technology (Department of Information and Communications Development) by February 28, 2025.

(3) Announcement of the pilot project. The Ministry of Industry and Information Technology (Department of Information and Communications Development) combined application materials to organize experts to verify the application status of each region, comprehensively consider the intention and actual situation of the pilot, and publish the shortlist for the pilot project.

(4) Construction implementation. Each pilot unit carried out the pilot project according to the pilot content comparison target. Local communications administrations, together with departments in charge of industry and information technology, are strengthening guidance on pilot work and coordinating solutions to problems and difficulties. Local communications administrations will report the progress of pilot work in the region (Annex 2) to the Ministry of Industry and Information Technology (Information and Communications Development Department) by the end of August 2025.

(5) Publication of results. After the pilot period expires at the end of December 2025, the Ministry of Industry and Information Technology (Information and Communication Development Department) organized experts to carry out evaluations through review materials, verification of index data, technical evaluation, and field spot checks. For those that have achieved the pilot goals (Annex 3) and the pilot results are obvious, the pilot list and target completion status for the “10 gigabyte community”, “10 gigabyte factory”, and “10 gigabyte park” were published. The mature solutions formed during the pilot work are recommended as a reference basis for revising and perfecting relevant standards. Good practices in the pilot work were compiled and promoted throughout the country.

IV. Related matters

Local communications administrations are promoting in an integrated manner, organizing and completing pilot work for the region's 10 trillion optical networks, working with relevant authorities to strengthen organizational guarantees, and carry out regular research and guidance. All regions are encouraged to provide supporting support such as relevant policies, funds, and projects for the 10,000 gigabit optical network pilot work to create a favorable environment for the pilot work. The China Academy of Information and Communication Technology collaborates with basic telecommunications companies, communication equipment manufacturers, and industrial chain enterprises to promote solutions to relevant technology and standards issues that have arisen in the pilot work. Various basic telecommunications enterprise group companies have strengthened work guidance for local sub-( branch) companies, provided necessary policy preferences and financial guarantees, and supported the promotion of the 10 gigabit optical network pilot work.
