Consolidate and expand maternity insurance coverage, guide places that are in a position to do so to include flexible workers and people with new forms of employment in the scope of maternity insurance coverage, and actively promote “one thing at birth” such as medical birth certificates, household registration, and health insurance enrolment for newborns. The participation rate for newborns during the year exceeds 80%, a significant increase from about 50% in previous years. Guide all regions to comprehensively consider factors such as fund affordability and standardized assisted reproduction technology, and gradually include appropriate therapeutic assisted reproduction service programs in the scope of medical insurance payments in accordance with procedures, reduce the burden of medical expenses for childbearing families, and resolve the “inability to give birth and are afraid to give birth” problems of families willing to have children. At present, 27 provinces, including Beijing, Inner Mongolia, Jiangxi, and Shandong, and the Xinjiang Production and Construction Corps have included assisted reproduction programs in medical insurance payments. From January to September this year, it benefited a total of 1.0313 million patients, with fund expenditure of 1,957 billion yuan.
