According to the Ministry of Foreign Affairs website, Premier Li Qiang of the People's Republic of China paid an official visit to Vietnam from October 12 to 14, 2024 at the invitation of Prime Minister Pham Ming Zheng of the Socialist Republic of Vietnam. In a joint statement issued on October 14, China and Vietnam mentioned that the two sides had an in-depth and honest exchange of views on maritime issues, stressing the need to better manage and actively resolve maritime disputes and maintain peace and stability in the South China Sea and the region. They agreed to strictly abide by the high-level consensus between the two parties and the two countries, insist on proper management of differences through friendly consultations, actively seek basic and long-term solutions acceptable to both parties and in accordance with the “Agreement on Basic Principles Guiding the Settlement of the Sino-Vietnamese Maritime Issues” and international law, including the United Nations Convention on the Law of the Sea, and refrain from actions that complicate the situation and expand disputes, and jointly maintain maritime stability. Promote early substantial progress in maritime joint development negotiations and maritime boundary demarcation negotiations outside the Beibu Gulf estuary, actively promote cooperation in areas with low maritime sensitivity, and strengthen maritime search and rescue cooperation. Continue to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea, and arrive at an early date on the basis of consensus on an effective, substantive “Code of Conduct in the South China Sea” that conforms to international law, including the Convention.
