On September 29, the “Territorial Spatial Planning Industry Innovation and Development Proposal” was released at the 2024 National Spatial Planning Annual Conference. Feng Wenli, director of the China Land Survey and Planning Institute, launched the initiative with representatives of local natural resources management departments, institutions, universities, industry associations, enterprises, and youth representatives. Coinciding with the 75th anniversary of the founding of New China, the territorial spatial planning industry's innovation and development initiatives: the planning industry should always keep in mind the “three determinations”: firmly follow the path of Chinese-style modernization to shape new momentum for high-quality development; firmly deepen the “integration of multiple regulations” reform to cultivate new advantages in industry development; and be people-centered to construct a new pattern of regional coordination and integrated urban-rural development. The planning industry should work together to implement the “Four Innovations”: committed to theoretical and technological innovation to build a more systematic and digitally intelligent science and technology ecosystem; committed to policy and institutional innovation to create a more integrated and efficient collaborative governance ecosystem; committed to management and practical innovation to create a fairer and more open market competition development ecosystem; committed to talent and team innovation to build a career development ecosystem with a greater sense of attainment and growth potential. The planning industry should focus on achieving the “five transformations”: planning goals move from “spatial blueprint” to “spatial governance”; planning dynamics move from “scale-driven” to “value enhancement”; planning tools move from “technical rationality” to “public policy”; planning paths move from “government-led” to “diverse and common governance”; and the planning industry moves from “unique beauty” to “beauty and sharing”.
